Leaders’ Project Evaluates Healthcare Financing

The Leaders’ Project issued a new paper (pdf), “Financing the U.S. Health System: Issues for Option and Change”, an effort from the Bipartisan Policy Center. The effort evaluates a number of different proposals to modify the financing structure of the health system. In particular, the Leaders’ Project paper considers the policy implications of different proposed structures for the healthcare system.

The framework set forth describes the various goals underlying proposed changes. Some of those include revamping financial systems that are insufficient with those which will be sustainable over time. A second goal is modifying the structure of Federal subsidies used to support a reformed healthcare system.

This effort describes different approaches to renegotiate the healthcare system and reduce the overwhelming rising costs. Within each proposal to change the system are significant policy implications, which are much less frequently acknowledged in the public arena.

An important note included is that any effort to reform the system financially will also be intended to modify the delivery of care to improve safety and quality, as well as making healthcare both more affordable and accessible. When considering each financial proposal, those factors must simultaneously be considered.
